HVAC Load Calculations and Energy Code Compliance in Texas

Texas-licensed PE

Stamped cooling and heating load calculations and energy code compliance for industrial, commercial and multi-family projects in Texas, worked to the code the project's city enforces.

In Texas the city decides the code. The state sets a minimum and each city adopts its own edition on top of it, so two projects twenty miles apart can be held to different energy codes. We confirm what the project's jurisdiction enforces before any calculation starts.

The same services in every state

Adicot provides the same engineering services in every state it is licensed in, for industrial, commercial and multi-family buildings of any size. What changes from state to state is the code the work is held to.

Both are sealed by a professional engineer licensed in the state. Get a Quote to see the fee.

The codes in force in Texas

As of October 2026:

  • State minimum, energy: the 2015 International Energy Conservation Code for commercial buildings and for residential buildings taller than three stories, in effect since November 1, 2016. The State Energy Conservation Office administers it.
  • Cities: most large cities enforce a newer edition with local amendments. Dallas and Frisco are on the 2021 IECC, Houston has enforced the 2021 IECC with Houston amendments since January 1, 2024, and Austin adopted the 2024 IECC in 2025.
  • Mechanical: also set city by city. Most cities adopt the International Mechanical Code; Houston enforces the Uniform Mechanical Code.

Outside city limits, the state minimum applies.

What is particular to Texas

The city's amendments matter as much as the edition. The Dallas–Fort Worth cities share a set of regional amendments, and Houston and Austin write their own. We work to the amended code, not the model code it started from.

Climate. Texas runs from hot and humid on the Gulf Coast to dry in the west and cooler in the Panhandle, so design conditions and the share of the load that is moisture change a great deal across the state.
