HVAC Load Calculations and Energy Code Compliance in Pennsylvania

Pennsylvania-licensed PE

Stamped cooling and heating load calculations and energy code compliance for industrial, commercial and multi-family projects in Pennsylvania, under the Uniform Construction Code.

Pennsylvania moved to a new set of codes on January 1, 2026. Projects that straddle the change need the right edition identified first, and that is where our work on a Pennsylvania project starts.

The same services in every state

Adicot provides the same engineering services in every state it is licensed in, for industrial, commercial and multi-family buildings of any size. What changes from state to state is the code the work is held to.

The codes in force in Pennsylvania

Pennsylvania adopts one statewide code, the Uniform Construction Code. As of October 2026:

  • Energy: the 2021 International Energy Conservation Code with Pennsylvania amendments, in effect since January 1, 2026.
  • Mechanical: the 2021 International Mechanical Code, in effect since January 1, 2026.
  • Before 2026: the 2018 editions applied. A project whose design or construction contract was signed before January 1, 2026 could still be permitted under them for a limited time.

What is particular to Pennsylvania

Philadelphia. Philadelphia enforces the statewide codes with its own local amendments, and has required the 2021 editions for permit applications since July 1, 2026.

Which edition governs. Because the change is recent, the contract date and the permit application date decide which edition a project is held to. We confirm that with the local code office before any calculation starts.

Climate. Pennsylvania is in climate zones 4A and 5A under the 2021 code.
